What is the NYS Prefered Source Program?

The New York State Preferred Source Program is an initiative designed to advance social and economic goals by providing employment opportunities for individuals who are blind or otherwise severely disabled. The program gives these individuals a chance to work in a productive environment by creating products and services that state agencies, public authorities, municipalities, and school districts are mandated to purchase, when feasible.

If you are a state agency, a public benefit corporation (including most public authorities), a municipality, or a school district in New York, you are required by law to purchase commodities and services from Preferred Sources, assuming a Preferred Source offering meets your needs for form, function, and usefulness.

The primary advantage of procuring document scanning services from a Preferred Source like SecureScan is the exemption from the traditional competitive bid/RFP process. This streamlines the procurement cycle, saving you both time and administrative resources.

SecureScan provides a full-range of document imaging solutions to New York State and local government agencies under the New York State Preferred Source Program. The list of provided services runs from a full range of scanning and document management options to allowing for detailed storage of documents for our clients. SecureScan does this through the New York State Preferred Source procurement program established with the NYSID (New York State Industries for the Disabled, Inc.).

Preferred Source purchasing satisfies government purchasers’ obligation to comply with the New York State Finance Law’s (NYS Finance Law Article 11, Section 162) mandatory requirement to purchase approved goods and services provided by people with disabilities. NYSIDs' Members support individuals with disabilities in community rehabilitation programs throughout the state. These individuals gain marketable skills on NYSID contracts through productive jobs and wages that promote self-esteem and independence, leading to competitive employment.

In conjunction with the NYS Preferred Source Program, SecureScan is proudly partnered with Unity House, a permanent placement company and vocational rehabilitation program that provides employment opportunities. SecureScan has also partnered with with Second Chance Opportunities, a not-for-profit organization committed to aiding individuals in recovery from substance use disorder. All employees are trained under SecureScan's one-on-one guidance, with quality control standards in place, to qualify as document conversion specialists.
